Turkey, Armenia move toward diplomatic ties, opening of border

Turkey and Armenia are to hold six weeks of intensive domestic consultations and will ask the approval of their respective parliaments in a move towards a deal, brokered by Switzerland, on establishing diplomatic relations and opening their mutual border.
 
The key dividing factor between the two neighbouring countries has been an episode in history that Armenia and its backers describe as a genocide of its people under Ottoman rule, a claim that Ankara rejects, saying that the mass deaths were a result of a breakdown of order as the then-empire crumbled.
 
The countries agreed on April on a process to take them in the direction of diplomatic relations.
 
"The most important aspect of good relations between two neighbours is that they should recognise each other's borders," Turkish foreign minister Ahmet Davutoglu Davutoglu said in an interview with a Turkish television station on September 1 2009.
 
The two countries have had no diplomatic ties since 1991, when Armenia became independent, and in 1993, Ankara ordered the mutual border closed because of the conflict between Azerbaijan and Armenia over the Upper Karabakh region.
 
One of the first signs of hope for a thawing of relations between Ankara and Yerevan was in 2008 when Turkish president Abdullah Gul, at the invitation of his Armenian counterpart Serzh Sarkisian, attended a 2010 World Cup qualifying football match in Armenia.
 
On October 14 2009, Sarkisian is to go to Turkey for World Cup qualifying return match.
