Ministry and branch organisations to review driving instruction practices

Bulgaria's Transport, IT and Communications Minister Alexander Tsvetkov  said that current practices of training and examining new prospective would be reviewed.

Tsvetkov, Deputy Minister Kamen Kichev and transport administration head Lyubomir Hristov met representatives of branch organisations on August 11 2009, a ministry media statement said.

At the meeting, Tsvetkov said that corruption associated with awarding new drivers their licences could not be overcome with mechanical changes of personnel, but required a change in work methods and mentality.

Together with branch organisations, the ministry would look for ways to improve training and efficient ways to stop corruption, Tsvetkov said.

Tsvetkov told branch organisations that he expected them to co-operate in eliminating corruption and illegal practices, the media statement said.

very simple to solve: give the branch organisation 3 months time to clean their own house. Then send out 10 ghost inspectors. Still corruption? Close the company, and confiscate their cars.

I do not understand. Are they saying that Bulgarians must have driving lessons and a test to get a licence? I always assumed they were given a licence along with their birth certificate. Now I am being told they are 'trained' to drive this way!
