Prime minister-designate Boiko Borissov will have to resign on July 27 should Parliament, as expected, approve his government line-up. Until new elections are held, Borissov would be replaced by an interim mayor, who will be several deputies short.

President Georgi Purvanov has to call by-elections if a mayor leaves the position with more than a year of his term left. The next scheduled local elections are in 2011.

With Borissov yet to formally resign, no date for the by-election has been set, although Bulgarian media speculated it was likely to be late October, drawing on the 2005 precedent, when Sofia mayor Stefan Sofianski left the position to become an MP.

Another by-election would have to be held in Vratsa, whose mayor Totyu Mladenov was nominated by Borissov for labour and social policy minister.

Until the by-election, a caretaker mayor would be appointed from among Borissov's deputies at the city hall. The interim mayor would have two important positions to fill in - deputy mayor for education and deputy mayor for transport and communication - if only on a caretaker basis.

Current deputy mayor for education Yordanka Fandukova was nominated by Borissov for education minister and Alexander Tsvetkov - for transport, communications and information technologies minister.
