Yanev’s Order Law and Justice party will not sign GERB’s memorandum

The saga of the memorandum of support for the new government that Boiko Borissov’s party GERB asked right-wing parties to sign took a new twist when Yane Yanev, leader of the Order Law and Justice (OLJ) party, said that OLJ would not sign the memorandum.
 
The memorandum saga began after Borissov’s party decided that it would go it alone in forming a cabinet made up solely from GERB. Instead of drawing other right-wing parties into a ruling coalition, it asked them to sign a memorandum endorsing GERB’s governance aims.
 
When on July 17 it emerged that the centre-right Blue Coalition would not sign the memorandum, effectively describing it as meaningless, and reports emerged that European-level parties had misgivings about their partners signing a memorandum where signatures would include that of ultra-nationalist Ataka leader Volen Siderov, GERB came up with a new formula – different memoranda, each tailored to an individual party.
 
Siderov has repeated that Ataka would sign the memorandum, but on July 19 Yanev said that his party would not sign.
 
However, Yanev said that Borissov’s cabinet could rely on OLJ’s support for its first six months.
 
Yanev said that OLJ was withdrawing from further talks with GERB about the memorandum, cancelling a meeting that had been scheduled for July 20. The party would not participate in government at any level – executive, administrative or "expert".
 
Yanev said that his party would be willing to negotiate and sign a political agreement only if it appears above the signature of Borissov.
 
Borissov, by SMS and phone, had approached a member of OLJ to be a cabinet minister, Yanev said, in what Yanev described as a "royal" approach that irked him. Reacting, Borissov rejected this claim, saying that nothing of the kind had happened.
