President Georgi Purvanov will designate Sofia mayor Boiko Borissov to form a cabinet at 9am on July 16 2009, Borissov said leaving after a meeting with Purvanov on July 14 2009, as quoted by Bulgarian news agency Focus.

According to the constitution, once the President designates the leader of the party who had won the elections to form a cabinet, he has seven days to do so.

Borissov is leader of the Citizens for the European Development of Bulgaria (abbreviated as GERB in Bulgarian) who won the largest share of votes at the July 5 2009 elections.

This means Borissov should be ready with his Cabinet by July 23 2009. Earlier, Borissov said that he would form the cabinet by July 27 2009 as he needed more time to assemble the best possible team of professionals. On his way out of the Presidency he once again said that Parliament will vote on his government on July 27 2009 as there were "technical requirements that have to be met". According to the constitution, once he has the list of cabinet ministers, the President sends it to Parliament for approval which is when the new government's term officially takes effect.

Outgoing Prime Minister Sergei Stanishev, who is also leader of the Bulgarian Socialist Party, formally filed the resignation of his Government in the first days of the sitting of the new Parliament on July 14 2009. The outgoing government will continue with its duties until a new government is formed.
