Public-sector investments in infrastructure and funds for financing small and medium-sized enterprises (SMEs). Setting up a state fund aimed at helping SMEs owned by young people of up to 35 years of age.

State guarantees for deposits of up to 100 000 leva. Setting up of special fund and package of measures aimed at helping troubled credit holders. Regulation on private and state monopoly prices to prevent them from rising.

Setting up industrial zones and encouraging business cooperation. Maintaining a low tax burden and further cuts of the mandatory social security burden contributions, with the aim of lowering labour costs and improving competition.

Keeping the currency board until Bulgaria joins the eurozone and targeting joining the ERM-2 euro waiting room in 2010.

Maintaining fiscal and currency reserves in order to guarantee the country’s financial stability and keeping public debt low.

Priority on developing energy, tourism and IT sectors. A further 5.6 billion leva in capital investment. Efficient and transparent absorption of EU funds.

Construction of Lyulin, Trakiya, Hemus, Maritsa, Strouma highways and railway infrastructure. Carrying out "geostrategic" energy projects, worth six billion euro, which would
cost Bulgaria’s energy potential.

Setting up of "intellect fund" aimed at supporting gifted children. Transforming the Bulgarian Academy of Science into a complex research centre.

Systematic increase of the public expenditures in the health sector and improving the system of public health insurance.

A minimum monthly salary of 450 leva and an average salary of 900-950 leva by 2012.

Creating 100 000 new jobs, and new qualification of 60 000 people by 2012. Minimum pension of 200 leva and an average pension of 400-450 leva a month.

Maternity leave of 775 days. Financial assistance to young families with children and people with disabilities.

Reform of the judiciary that will guarantee its independence and rule of law. Overcoming the systemic problems caused by changes in how the judiciary operates, which has undermined the country’s full-scale EU membership.

Putting an end to the practice of intrusion in the work of magistrates. Zero tolerance to corruption at all levels. Co-ordination of bodies fighting corruption. Transparency of the way public institutions work and more internal control.
