More regional development aid to boost energy efficiency in urban construction

Amendments are set to be complete and enacted in the European Fund for Regional Development in May 2009.  Those  changes will establish the corrections in the Regional Development operational programme, which will in turn increase funds designated for it accordingly.

"In light of the deteriorating economic crisis, the European Commission along with promised support and assistance from all members states is conducting a series of meetings to deliberate how to support member states' beleaguered economies through the structural assistance funds, the Cohesion Fund and the rural areas development and assistance fund," said Iskra Mihailova, deputy minister of regional development, at a meeting during the international building exhibition, Bulgarian Building Week 2009, as reported by Stroitelstvo Gradut.

One major proposals is to increase energy efficiency in urban environment areas through overhauling developmental regulations regarding public and residential buildings' construction –  construction process which would be applied to administrative, office and public buildings, as well as single family homes and planned unit development complexes, or PUDs and apartments estates.

The allocation of the funding released to member states and Bulgaria as well from the European Fund of Regional Development  will be conducted according to the established criteria  – a state's economic growth and population size.

Furthermore, in March 2009, a scheme will be launched towards reconstructing and renovating universities and higher educational centres across the country under the measure designated as 1.1 of  Social Infrstructure, as a main priority of  urban development.

Prosecutors file indictment against former road fund head

Sofia prosecutors filed the bill of indictment against Vesselin Georgiev, the former head of the National Road Infrastructure Fund (NRIF), on January 15 2009, almost a year he was accused of in corruption in an investigation by Bulgarian-language weekly Kapital. In January 2008, the weekly reported that Georgiev was involved in a serious conflict of interest. His younger brother, Emil Georgiev, and the company he ran, Binder, had been assigned work worth 120 million leva of EU funds by the NRIF. Furthermore, Vesselin Georgiev himself was a former director at Binder.

Ban the bulb?

Three days before the December 11 and 12 Brussels summit at which the European Union hammered out a new deal on a package of measures to fight global warming, the Ecodesign Regulatory Committee announced its endorsement of a European Commission decision to phase out traditional light bulbs by 2012. The decision is part of the 20 per cent energy consumption-cut target that the EU has set itself for 2020. But before it becomes effective, the phase-out has to be approved by the European Parliament.

Energy poverty

Usually, it is people with low incomes who suffer from inadequately heated homes. But often, so-called energy poverty occurs because of inferior housing quality. In Bulgaria this means poor insulation and draft-proofing as well as substandard heating equipment. The seventh national energy efficiency conference, hosted by the state Energy Efficiency Agency in Sofia on October 30, corroborated all these perceptions.
