Where is the money?

A billboard, put up in front of the Council of Ministers, from a company that claimed it has not received money owed under an EU funded project.

The billboard read:
"Mrs Plougchieva, why have these boats not been paid to us for more than a year?"

"Why does Bulgaria have to pay interest and defaults? Why did you lose the European funding for the project? Where is your communication, coordination and control?" the billboard said.

The text on the billboard refers to a contract under reference EuropeAid/122514/D/SUP/BG, which was a supply contract for RIB-based durable Fast Rescue Boats for Search and Rescue.

The project was funded under the PHARE programme and the supply contract was published on April 28 2006.

According to the contract, the successful applicant for the tender was Consortium Madera Shipyard.

Nick, you have it slightly wrong

Bulgaria has borrowed €2M for the boats and spent it on something else, so, no boats, €2M debt. I'm sure the Porsche dealership in Sofia has done well out of it !

One million nine hundred and twenty eight thousand and two hundred euro...
For 6 boats... that have to be a joke, Everything in Bulgaria is perfectly fine, We borrow money to buy 6 boats... Ohhh... I forgot. There is no working shipyard in Bulgaria... Well, now we will buy something we can build, and pay for it by something else money... and pay interest on the money...

And then I read Pakistani immigrant went postal, No I think he is the only normal left.
