Konstantin Penchev, head of the Supreme Administrative Court (SAC), said in an interview with Darik Radio that he thought the interim report on progress in judicial reform, released by the European Commission (EC), acknowledged achievements by the Judiciary.

In its February 12 2009 interim report, an EC statement said it had taken note of "some initial steps towards structural and legislative reform taken within the prosecution office, the Ministry of Justice and the Ministry of the Interior" but that "these measures need to be sustained and further extended in order to deliver concrete results".

Penchev said the report specifically mentioned work done by the inspectorate of the Supreme Judicial Council (SJC)  and quoted part of a report by the SJC, all of which, according to him, meant the EC approved of results achieved.

Penchev said more will and tenacity  was needed to achieve a truly effective Judicial system.

Anyone who had leaked information on important cases, should be fired, Penchev said. "Someone like that can not be a magistrate," Penchev was quoted as saying by Bulgarian dialy Dnevnik.
