A new modern administrative building will accommodate the municipality of Bourgas in the borough of Meden Rudnik. Situated in the centre of Zone A, the building is on the intersection of two main arteries, served by bus and trolleybus lines.

The new facility will be three-and-a-half storeys and will also have underground levels. The two surface parking lots will accommodate 40 vehicles. An additional underground parking lot will hold 50 more places.

The administrative centre will feature living space for staff and security as well as large storage and other auxiliary facilities. The entire complex is designed to be easily accessible to the wheelchair-bound. On the ground floor there will be a large multi-purpose hall with capacity for 1800 people. The front communications and public relations office will be on the first floor.

The second floor will be accessible both internally and externally. It will host the administrative centre and communications centre. It will be designated a staff-only area and will have constant security surveillance. To facilitate the working environment, it will be equipped with two large outdoors greenbelt zones and small gardens.

The second floor has been compartmentalised to accommodate 14 different offices. The building will also have a canteen, restaurant and coffee shops.
