On February 1 2009, Sofia city hall put up a sign blaming the Government for the poor conditions of the city's central Tsar Boris III Boulevard. The sign of the city hall, run by mayor Boiko Borissov, who is leader of the biggest party in opposition, the Citizens for the European Development of Bulgaria (abbreviated as GERB in Bulgarian), says: "Sofia municipality apologises for the condition of this section of road 1/E79, which is owned by the state and for the repair of which the state-run National Road Infrastructure Agency has failed to allocate funds."
