Sofia mayor Boiko Borissov said on December 21 that he asked Sofia prosecutors to investigate Ventsislav Doudolenski and Teodor Kolarski, the former mayor and chief architect of the Studentski Grad district, respectively, on suspictions of abusing their powers.
Borissov claims that the duo have overstepped their authority by allowing the illegal construction and operation of the Amnesia disco, in front of which medical student Stoyan Baltov was murdered on December 5 2008.
Two weeks after the incident, following the issuance of numerous statements and meetings, Sofia municipality discovered that Amnesia was the only entertainment facility in Studentski Grad built on municipal piece of land. It had gross irregularities and legal lapses in its building paperwork.
The official documentation suggested that in 2004 the initial permit allowed only for two temporary movable constructions to be placed (pavillions), but instead of the temporary structures, a permanent construction was built, five times bigger than what the permit said.
Kolarski was wrong to issue the permit in the first place, while Doudolenski signed the contract, under which the company that operated the disco paid a monthly rent of 200 leva, or one lev a square meter.
Ever since 20-year-old Baltov was beaten to death by a group of drunk men after leaving a nightclub in the neighborhood, students have been asking for the night clubs to be shut down, increased police presence and ban on the sale of alcohol in the area.
More than 30 "illegal ventures" in Studentski Grad have been ordered to close and are pending demolition after the latest investigation from the Sofia Directorate for Construction Control. Discussions for the renovation of the campus will be initiated on April 15-20
