Bulgarian FM on human rights

On November 17, Bulgarian Foreign Minister Ivailo Kalfin, addressing participants at an international conference on human rights in Sofia said that "the sense for justice hardly fits in solely in good legislation - it is related to the mentality and cast of mind of society."

"The sense for justice comprises the moral views of society as well. The look to the moral categories beyond legislation is extremely important. Therefore the role of the ombudsman is two-way - to not only protect the rights of citizens, but to form certain moral and ethical principles in them," Kalfin also said.

The conference, held at Sofia's Sheraton hotel, was hosted by Bulgarian ombudsman Ginyo Ganev in co-operation with Dutch counterpart Alex Brenninkmeijer. European ombudsman Nikiforos Diamandouros, as well as ombudsmen representatives from 42 Council of Europe member states participated in the conference.

In his statement, Kalfin said legislation and its right enforcement hardly live up enough to the different citizen understandings for justice in society. Besides, society and institutions not always understand the philosophy of laws and therefore ways to get around them are often being sought. As an example of how a good norm cannot reach people Kalfin pointed at the nearly 2000 illegal regulatory regimes at municipal level and said the Government would take measures against this practise.
