Foreigner fees hiked

FOREIGNERS who want to work in Bulgaria on a freelance basis will be charged 1,000 leva for the issuing of a work permit.

The Government approved the Rate Schedule of Fees Collected by the Employment Agency for Issuing of Freelance Work Permits to Foreigners in Bulgaria at its regular meeting last Thursday.

The fee will be paid for the issuing of a new permit as well as for the extension of a current one.

An additional 50 leva will be charged for handling of an application for an initial work permit, or 25 leva for an application for extension. The fee for issuing a replica freelance work permit is 200 leva.

The document approved by the Government does not state the exact date when the fees will come into effect.

"This means that they will be effective right after the publication of the decision in the State Gazette, which could be expected in the next couple of weeks," the Government's press office said.

Fees for issuing of freelance work permits have not been collected so far because they have not been regulated by a statutory instrument, an officer at the press office also said. The adoption of the tariffs has practically precluded the implementation of the Ordinance Establishing Terms and Procedures for Issuance, Refusal and Withdrawal of Work Permits to Foreigners in Bulgaria, which was adopted by the Government in April and came into effect on June 17.

The fee for handling an application for initial freelance work permit will be paid at the Bulgarian diplomatic missions and consular sections.

"In this way, the access of undesired persons to Bulgarian territory will be limited," the Government's press office said and added that the document had a "sieving function".

The fee for extension of a freelance work permit can also be paid within the territory of Bulgaria.

According to the document, the fees will have to be paid upon submission of an application. Payments will be made in leva on Bulgarian territory. Abroad, payments could be made in leva or local currency calculated according to the official exchange rate of the euro.

All the fee payments will go into the budget of the Employment Agency.
